People generally use the 3200+ for overclocking. As far as I can tell it's mostly because the 3000+ has a multiplyer of 9, while the 3200+ has a multiplyer of 10. So hitting 2.8GHz on the 3200+ would be easier using 10x280MHz then it would be using 9x311MHz on the 3000+

You need to browse around http://silentpcreview.com They'll tell you that Seagates are quitest, Vantec Stealth fans are noisy, and the quietest PS they've ever heard is a Seasonic.

I do have the option to change it in the game, but the settings files will only boot the game up at 60Hz unless you change it yourself. The PCI Express versions of the 6600GTs don't really need auxilary power, just the AGP versions. The PCI Express slot provides more power then the AGP slot.
