Photoshop CS5 help

Trying to help my g/f with something.

Have a picture open. We cut another picture and paste it into this open picture. Now, we would like to re-size the pic while it's in place. We thought we could grab the corners and just stretch the pic but we can't.
So basically, it's this.

1) Open picture.
2) Copy other pic (which is smaller) into current pic.
3) Try to re-size copied pic to fit better but can't.

Help.

While the layer you want to adjust is selected, hit CTRL+T or go to Edit > Free Transform.

Free Transform lets you scale, rotate, and move the layer or selection around. You can hold SHIFT while scaling to keep the ratio the same as you scale.

If you only want to scale, select Edit > Transform > Scale

Hold the Shift Key While dragging to maintain aspect - is a must
