I Need A Good Web Tool

I’m looking for a mid range web site developing tool.

It will need to support the following:

Vector based graphics, Navigation Bars, Rollovers Etc.

I would also like it to be mainly template based and drag and drop with simple wizards for placing alt text and pix, opening another window/tab when clicking a link and such things

I’m not willing to pay a great deal for this, but I do have a reasonable budget.

Any suggestions?

Maybe an old version of Dreamweaver would work.

Yup, it's adobe. It's also fairly spendy (depending on the version) as it's intended for commercial use. We use it as work.

Dreamweaver's the way to go, for sure. Older versions were sold by Macromedia (before Adobe bought them).
I find Macromedia Dreamweaver 8 to be a fine choice, but anything newer is great as well.
