ad network implementation question

I want to do something that seem to violate TOS for every ad network I've seen.

There's a site I'm experimenting with and I want to confine the ads to a single page, allowing users who want to support the site to have the choice to donate or view the advertisement gallery.

Adsense already has a rule against this and I think it's because they don't want pages with just ads. Media.net is also a big one, but I think they're also very strict. Any advise would be appreciated. I don't know a lot about ad space on websites.

A safer option would be to make ads a toggle option on every page, which generally is something you can get away with.

That would be an easy option. I could set it as showAds=False for logged-in users and showAds=True for lurkers. And give users the option to support the site by allowing them to enable ads.

I think maybe even Google Ad Sense would allow this.
