Do I need anti-static bagging for shipping a laptop?

And, since I suspect so, where's a good place to get it? Would Fedex have it?

Dell ships them to us in anti static plastic bags so I would think yes. As to where to get it - I honestly don't know any business who would have one that size aside from a PC repair shop which may have some laying around. See what other peeps have to say also they may have a better idea on where to get one.

No, you don't need an anti static bag to ship a laptop. There are no exposed electronics that could be damaged, really. My laptop came in what looked like a perfectly ordinary, fully transparent plastic bag.
