Martin stated, "In 1967, the
United Nations agreed that weapons of mass
destruction must not be based in space. The time has come to extend this ban to all weapons..."

Yea, well, they said the same thing about Saddam and look how well they enforced that! If the U.N. wants to regulate the military might in space then let them field their own extraterrestrial military force and impose their will...

Or, as usual, they can talk a lot but leave it to us to do the actual dirty work, in which case we'll dictate the terms and decide who gets to put what where...

Canadians in space...Heh! Sounds like a Mel Brooks movie :P

Canadas main UFO station is located about 10 miles from where I live. Was very active in the 50-60s.

Would ET want to talk to the USA? The USA is just the USA, right? :)

USA would shoot first ask questions later. So no, i don't think ETs would want to talk to the USA first.

Snipped from article:

"Hellyer warned, "The United States military are preparing weapons which could be used against the aliens, and they could get us into an intergalactic war without us ever having any warning. He stated, "The Bush administration has finally agreed to let the military build a forward base on the moon, which will put them in a better position to keep track of the goings and comings of the visitors from space, and to shoot at them, if they so decide."

I think the bigger question is, "What does the U.S. know and why would they be trying to establish a base on the moon in order to track aliens.

Actually we are based in Alabama. We decided to settle here because the people were so friendly and very few of them are very bright. Canada we rejected because we just couldn't handle that nasty french accent. By the way, George doesn't know anything about us. We think that the powers that be in the government feel he just isn't all that smart and that it would be dangerous for him to know about it.

ET might find it easier to hide in Canada... Learn to ski, skate, speak other alien tongues, not just French...

Why build a base on the moon when if it was an evil ET they could come at us from any direction? Any civilization capable of getting from wherever they are to here would have us out classed weapons wise. Who did the quote?

"The best proof aliens exist is they they have not tried to contact us"

Iceman, everyone considers ETs to be highly intelligent, which throws you out of the mix.
